The Independent Parliamentary Standards Authority (IPSA) was created by the Parliamentary Standards Act (PSA) 2009.


IPSA’s statutory duties under the PSA 2009 include setting, administering and regulating MPs’ expenses, and paying MPs’ salaries.


The Constitutional Reform and Governance Act 2010 amended the PSA 2009 to provide for a Compliance Officer for IPSA, and to provide for IPSA to take on responsibility for determining MPs’ pay and pensions. These provisions have not yet been signed into law.

IPSA is governed by a five member Board, chaired by Professor Sir Ian Kennedy. The Board sets the rules governing MPs’ expenses and sets the organisation’s strategic direction.

IPSA’s Chief Executive is Andrew McDonald.​

The Compliance Officer is independent of IPSA’s operational functions, but is answerable to IPSA’s Board.​

IPSA’s new rules, set out in the MPs’ Expenses Scheme, were introduced on 7 May 2010.

These rules underwent some revisions in March 2011 following a public consultation. The revised rules came into effect on 1 April 2011.​

IPSA routinely and proactively publishes details of MPs’ expense claims on a two-monthly rolling basis.

IPSA is committed to operating transparently and publishes a wide range of information about its operations and decision-making processes.​

In 2010-11 IPSA handled 125,000 expense claims, of which between October and March we accurately validated 98.36% correctly - exceeding our target of 98%.  We processed 96% of reimbursesable claims within the target of 12 working days.
In 2010-11 IPSA reimbursed claims to the value of £19m for MPs and their staff.
IPSA receives around 400 emails and letters each week from MPs, their offices and from members of the public.
91% of emails and letters are responded to within the five working day target.​
IPSA receives around 500 telephone calls each week from MPs, their offices and from members of the public.
In March 2011, 75% of telephone calls were answered within 20 seconds and 92% were answered within one minute.​
In 2010-11 IPSA published details of some 100,000 claims.
In 2010-11 IPSA processed an average monthly payroll run of 3,150 MPs and their members of staff, including 1,593 new starters andc 808 leavers.​
