IPSA fact sheet

The Independent Parliamentary Standards Authority (IPSA) was created by the Parliamentary Standards Act (PSA) 2009.
IPSA’s statutory duties under the PSA 2009 include setting, administering and regulating MPs’ expenses, and paying MPs’ salaries.
The Constitutional Reform and Governance Act 2010 amended the PSA 2009 to provide for a Compliance Officer for IPSA, and to provide for IPSA to take on responsibility for determining MPs’ pay and pensions. These provisions have not yet been signed into law.

IPSA is governed by a five member Board, chaired by Professor Sir Ian Kennedy. The Board sets the rules governing MPs’ expenses and sets the organisation’s strategic direction.

IPSA’s new rules, set out in the MPs’ Expenses Scheme, were introduced on 7 May 2010.
These rules underwent some revisions in March 2011 following a public consultation. The revised rules came into effect on 1 April 2011. |
IPSA routinely and proactively publishes details of MPs’ expense claims on a two-monthly rolling basis.
